"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Subject: Attn: Sir/Madam,

Attn: Sir/Madam,

Acting on our capacity as the ADB international payment releasing
agent, be informed that the African Development Bank (ADB) had earlier
designated our Bank to partner with them in offsetting all outstanding
payments, such as contract funds, inheritance / next of kin and
lottery winnings that originated from Africa, Europe, America, Asia
and the Middle East.

Do note that following our verification exercise as mandated based on
the pact of agreement between us and the African Development Bank
(ADB),startling observations were made as indicated by abnormalities
detected in initial payment processes embarked upon in the past
whereby incessant claims were being made by various illegitimate
Beneficiaries which literally frustrated the entire payment approach.

However; your payment file was among those forwarded to our Bank for
effective payment disbursement, but due to protocols and other logical
reasons, the jointly approved amount of (Two hundred & fifty million,
United States Dollars Bond) allocated for settlement of all duly
verified payment claims was placed in an excro account of our Bank for
over 18 months and has accrued some interest which was discovered
during our auditing exercise for this quarter of the fiscal year 2021.

I am writing you primarily for us to reach a mutual agreement so as to
enable me approve the accumulated interest of (Five million, United
States Dollars only) for immediate payment disbursement to you,
pending settlement of your original payment claim which obviously will
not be released on time until all the abnormalities are rectified
which at the moment is not feasible going by the lapses in the initial
payment approach.

The African Development Bank (ADB) is not aware of this accrued
interest and instead of adding it up with your original payment claim,
I can assist you with the processing and approval of the interest
payment without unnecessary protocols or prejudice.

That will obviously be subject to a mutual agreement that I and my
subordinates shall be entitled to 20 percent of the interest payment
of (Five million, United States Dollars only) upon your confirmation
of the funds. Kindly revert back to me at your earliest convenience
for us to proceed once you agree with the given terms and conditions.

This opportunity will benefit all the parties immensely and should be
treated with seriousness as the procedure is not expected to exceed 5
- 10 working days.

Awaiting your response.

Regards,

Dr.Wilson Victor.
Head, Private Banking Dept. (IICB).
