"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

I know receiving my message without knowing me may not be morally right to you as a person but I also have given it a great deal of thought before deciding to share this information with you because at the end of the day someone must gain and it is either we gain together or the government will. Please do not be sceptical as it is for a good purpose; and I would respectfully request also that you keep the contents of this message confidential as I am contacting you independently and not on behalf of my ministry.
I am a senior staff at the Department of Mineral and Energy Resources South Africa; and also a member of the local and Foreign Contract Award committee.
 
I am desperately seeking for a foreign collaboration or partnership to acquire a certain amount of fund. This money emanated from an over-invoiced contract payment which was awarded to a foreign contractor earlier in 2017 under my supervision and approval. The total amount involved in this deal is US$32,000,000.00 (Thirty-Two Million United States Dollars) to be shared between us if you are interested to work with me. The actual contract sum has been paid to the original contractor and the over invoiced amount is what is pending currently.
 
What I am proposing to you is to present you as an associate to the original contractor who executed the said contract, so that the outstanding over invoiced amount of US$32,000,000.00 will be released to you; and just to note that there is an understanding between me and the original contractor that was based on mutual benefits and for which he won the contract bid with my help. I will guide and direct you on every step required to achieve this goal. All the paper works and documentations have been perfected to this effect and subsequent documentation will be filed in your name during the process of securing approvals and release of funds to you.
If you are familiar or have an idea of how Government awards contracts to foreigners here in Africa, you will understand what I am talking about; in most cases contracts are over invoiced to benefit those at the high position and if such over-invoiced funds are not claimed, it will be re-assigned to the state treasury and nobody benefits from it and it will be a wasted opportunity.
 
This is a lifetime guaranteed opportunity for us if we can make use of it as presented; and I am also sending you this email not without a measure of fear or concern as to the consequences should you decide to turn me down, but I know within me that nothing ventured is nothing gained. Do not betray my confidence. If we can be of one accord, we should act swiftly on this opportunity. Please get back to me as soon as possible if you are interested in my proposal so that I will give you full and comprehensive details on how we are going to move forward with the deal.
