"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Subject: CONFIDENTIAL AND MUTUALLY BENEFITTING BUSINESS PROPOSAL

I wish to introduce you to a juicy, safe, and 100% risk free contract
with the Delta State Government in the Ministry of Health. The
contract is a constituency project under the category of OVERSEAS
TECHNICAL ASSISTANCE (OTA) which means the contract is 100%
mobilized(funded), but must have an overseas contractor beneficiary
with proven technical competency to the contract. The contract sum
which is to the tune of USD15Million (fifteen million United States
Dollars), is for THE SUPPLY AND INSTALLATION OF OXYGEN REFILL PLANT AT
THE GENERAL HOSPITAL, KOKO, DELTA STATE, NIGERIA.


As Chairman of State House Committee on Health, I want to use my
OVERSIGHT function authority to influence the award of the contract
to you as the overseas contractor beneficiary whose account the Delta
State Government will transfer the money into for the execution of
the project. Like I said, the contract is safe and risk free and
within 72 Banking hours of your receipt of the award letter, the
Accountant-General(Delta State) will be advised to commence the
transfer of the full sum of USD15m to your Account. My Nigerian
partner and I will come over to see you thereafter, with the Bill of
Quantity (BOQ) and Engineering Design for you to guide us on the
negotiation and execution of the contract and if possible, advice us
on how to invest our share of the proceed there in your country to
avoid running fowl of international financial laws. Our findings
reveal that 60% of the contract sum will surffice for the complete
execution of the contract. The remaining 40% will be shared amongst
us in the ratio of 20% to me the originator and co-ordinator of the
project; 13% to you our overseas technical partner; and the remaining
