I am Honorable DR. MRS. ROSELINE WILLIAMS; I occupy the position of the Director Debt. Reconciliation Committee in the office of the Presidency. I have been directed by His Excellency the President, Federal Republic of Nigeria, (MOHAMMED BUHARI, SFF, GCFR) to bring to your notice and urgent attention that there was a meeting held in the Presidency and we understand the huge amount of money you have spent, and all the disappointment you have suffered in the past to get your contract/Inheritance fund paid to you. Due to what we described as selective payment and incessant demand of excessive fees by some unscrupulous and corrupt officials .

However, on assumption of office by this Government, series of special meetings were held in Nigeria and Abroad with some leaders of the World Monetary Institution: e.g. World Bank Group, International Monetary Fund (I.M.F), Paris club and London Club of Creditors, European Economic Community (E.E.C) and Envoy’s of our Correspondence International Bank of Settlement Worldwide, affiliated to the Central Bank of Nigeria.

The purpose of this meeting is to:
1) Rebuild Nigerian Economy.
2) Pay all Foreign Debts.

In this regards a total of US$1.3 Billion Dollars have being approved from the Supplementary Budget Bill by the National Assembly this month to pay all foreign contractors whose payment have been hanging since 1999 – 2017.

The Federal Government have instructed the Chairman, Contract Award Committee in the Central Bank of Nigerian to see that all foreign contractors receives his/her contractual payment in the next 48hrs as instructed. This committee has been empowered to pay all contract payment previously approved by the past Regimes/Administrators, which their payment was not effected. This morning a Telex signal attached with Presidential Order stamped and signed by the president have been sent to the Debt Reconciliation Committee to contact you for the payment of your over-due contract fund and other contractors listed. You are strongly advised for your interest and your esteem to respond back to this office upon the receiver of this good news

Note: This committee approved Debit Management is the only office that has approved to pay your fund and you are advise to stop any other financial institutions in Nigeria and Abroad they do not have the power anymore to release contract/inheritance payment without the due clearance/instructions from the Debt Reconciliation Committee: Taxes, Levies and Charges will be deducted from the sum. No up front payment.
