"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

RE-NIGER STATE 1999/2010 CONTRACT AWARD REVIEW/ PANEL OF INQUIRY

Following the declaration of Niger State Governor, Dr. Babangida Aliyu, in the last

executive council meeting of the State, that his predecessor, Abdulkadir Kure, awarded

contracts verbally, without documentations which necessitude the setting up of this

Commission to review all contracts awarded by past administration from May 29, 1997 and May

29, 2008. This Commission has discovered that Dr.Babagida Aliyu administration inherited

$67 billion debts from the Kure administration, and was able to verify only $13 billion of

it.

Out of the $13billion verified, this commission has ascertained from investigation carried

out that Niger State Government owes you the sum of $25,000,000[Twenty Five Million United

States Dollars] emanating from a contract executed in June 1st 2002, which your name

appeared as its payment beneficiary in the contract file. As part of the responsibility of

this Commission which is to recommend all verified files to the office of Dr.Babaginda

Aliyu for formal approval of payment in favor of those their files were varied, you are

hereby, advised to re-confirm the following information to this Commission without delay as

thus;

[A] Surname, Median Name and first Name
[b] Nationality, States of Origin and address
[c] Occupation, position and Business/Employers name
[d] Home telephone line, office telephone line or Fax

After the formal approval of your payment file by Governor Aliyu, the Management of the

State official Bank will be instructed to issue an ATM Smart / Master card linked to the

account of Niger State Government where the $25Million being the cost / value of the

contract executed for Niger State Government in which your name appeared as its payment

beneficiary in the years under review to you to access the above mentioned proceeds with.

The ATM Smart Card payment mode is a payment mode recommended by this Commission and

endorsed by Governor Babangida Aliyu and Niger State law makers to forestall short payment

of beneficiaries of Niger State contract payment / fund award beneficiaries by corrupt

Government officials / Bank staff and diversion of approved funds for payment at the

detriment of Niger State Government and fund owners as this payment mode allows any Niger

State Contract payment / fund award beneficiary to be in full control of his or her Fund /

payment

Given to the ugly trend in this State and beyond, Niger State Government have not appointed

any other authority / group of individuals to coordinate the release of this huge amount to

you, consequently, your communication should be limited to this commission alone to avoid

being taken advantage of by unscrupulous elements owing to the wide publicity given to this

second quarter of the year Niger State contract / fund award payment exercise.
