"GOVERNING AWARD NETHERLANDS (RICHARD MORRIS, NEIL MICHAEL)" is a label used by a (probably Nigerian) gang in the Netherlands for a fake lottery scam. No lottery by that name exists in the Netherlands.
Real lotteries do not notify winners by email. Real lotteries do not award prizes by randomly selecting email addresses. If you didn't buy a lottery ticket then you can't have won. It's a scam to get you to pay "handling fees", money that you will never get back.
